They are,

Conscious Incompetency

Desired state of competency in anything for anyone is Unconscious Competency.
May be an analogy will help to comprehend these easily.
A person who does not have driving skills. Rather he does not require at the place he is living currently. (say in India, not everyone is expected to have driving skills).
This is Unconscious Incompetency.
That person goes to America. First thing he learns is that he requires Driving skills to be independent.
This is Conscious Incompetency.
He learns driving and starts driving around. A burgeoning driver...
This is Conscious Competency.
Eventullay he becomes a veteran and expert in driving since he's been driving a while.
This is Unconcious Compentency.

What happens if the person goes back to India? Does he stay at the previous competency level !! I am trying to figure out if these competencies are fixed in a particular state of space and time or if the competency level is dependent on these factors. If so, defining it that way wont be meaningful ?
Ok .. lets come to the point. Are you saying that Bangalore is not scared by unconscious competency (your expert driving)? Atleast, I know of one person who would dread sitting in your car again !!!

[Seeni] Certainly in the example that I have given, if the person goes back to India, he will have to upgrade his competency to drive safely in Indian roads. Not only that but also India requires 'competency' to drive stick.
I agree that in some way we can say that competency depends on the time & space. Just imagine & compare the skill set of new age pre-school kids with that of old age. You will be amazed.
Everything is evolving. So does competency requirement. A competent person today may be not competent enough to carry out the same job tomorrow. That's how the world's revolving now.
4 quadrants of competencies are a guideline for learning & growing.
